We are now six months into using the Environmental Management and Protection Act, 2010 (EMPA 2010) and Saskatchewan Environmental Code.  By and large the code process has been well received.  However, some foibles, potential pitfalls and areas of clarification exist. As such, the Saskatchewan Environment Industry and Managers Association (SEIMA) is pleased to again partner with the Saskatchewan Ministry of Environment (Ministry) to provide an opportunity to explore the Code Chapters relating to impacted sites further.   The workshops will also cover the legal requirements and best practices around solid waste management and landfills in Saskatchewan under EMPA 2010 and the Municipal Refuse and Management Regulations.


The Ministry is responsible for regulating waste management, compliance, and the overall protection of human health and the environment. As such, the Ministry has established requirements and practices for solid waste management in Saskatchewan, including issuing permits (to construct, expand and close a facility), reviewing monitoring results, inspections and enforcing legislation. As knowledge and techniques change, the ministry has adapted its solid waste management practices to reflect the mandate set out in the Saskatchewan Plan for Growth 2020, which is to ensure infrastructure addresses the challenges of growth and protects the environment. All municipally owned landfills and transfer stations will continue to be permitted pursuant to The Municipal Refuse Management Regulations and private and industrial landfills will be regulated pursuant to EMPA 2010.

The Workshop

The workshop will be led by Sarah Keith, Manager, Landfills and Ralph Bock, Manager, Hazmat and Impacted Sites. During the workshop the Ministry will provide information on:

  • How was management sites are regulated (Legislation and Best Practices);
  • How the Impacted Sites Code Chapters apply to landfill operations (further information on the Code Chapters will also be provided by the Ministry); and
  • What the ministry is looking for in submissions for design, construction, operation, closure and decommissioning of waste management facilities.


Participants will also discuss and explore Environmental Code topics such as:

  • Voluntary vs Directed processes;
  •  Acceptable versus Alternative Solutions;
  •  QP certificates and when they are required;
  •  Endpoint Selection; and
  • Submission types and formats.

To help ensure the workshop addresses the information needs of participants, registrants are invited to submit questions to SEIMA in advance.

The cost of the workshop is $120 (Members) and $150 (Non-Members) plus GST and includes lunch as this is a full-day event.
